Hired by US Department of State to advise Executive level government officials in Tikrit including the Governor, Deputy Governor for Technical Affairs, Governorate Council leaders, and General Directors of several departments. Provided advice in public administration, budgeting, sustainability planning, and governance. Lived on US Army base (COB Speicher) and facilitated relationships between US military and Government officials in Salah ad Din Governorate.
